Our CEO, Cesar Avila, entered the industry in 2013. He saw the flaws in the rideshare model—impersonal service, underpaid drivers, and inconsistent safety standards. He knew Chicago deserved better. In 2018, Cesar launched Legacy Executive Limousine to create a higher standard. After navigating the challenges of the pandemic, he partnered with Georgi Balyakov in 2023. Together, they have built a company that values its chauffeurs as much as its clients.

Guaranteed Safety and Professionalism
When you step into one of our vehicles, your safety is our only focus. Unlike standard rideshare apps, we rigorously vet our professional chauffeurs. We maintain commercial insurance policies well above state minimums to guarantee your protection on the road. We operate with absolute integrity, proudly holding an A+ rating with the Better Business Bureau (BBB) and maintaining active credentials with the National Limousine Association (NLA).
Clear Pricing, No Hidden Fees
We believe in straightforward billing with no hidden surprises. Please note our operational pricing guidelines:
- A $4.50 tax is applied to all trips.
- A customary 20% gratuity is automatically applied only to vehicles seating 8 or more passengers (such as our Executive Sprinter Vans). It does not automatically apply to our Sedans or standard SUVs, allowing you to choose your own gratuity.
- Car seats (rear-facing, forward-facing, and boosters) are available upon request for an additional fee.
